Hi! Just want to ask if a Russian national traveling from Istanbul to Hong Kong transiting to Qingdao and fly out to Dubai will be eligible for the 144-Hour Visa-Free Transit?

HK - Qingdao - Dubai is eligible for the transit if you don't have any other landings in China.
