Visa to a 3rd Country Clarification - Am I eligible for 144 hour visa?

I'm trying to figure out if I'm eligible for the 144 hour visa. I live in the United States.
This is my itinerary:
1.Portland, Oregon to Tokyo, Japan
2.Tokyo, Japan to Bangkok, Thailand
3.Phuket, Thailand to Bali, Indonesia
4.Bali, Indonesia to Beijing, China
5.China to Portland, Oregon

We will be in BJ for 4 days.

Am I eligible if I'm going from BJ back to the United States?

I have been getting mixed responses from other people. They have said that I would not be eligible if I am going from BJ back home to the United States and that I would need to make another destination stop before going back to the US to be eligible. Is that incorrect? Can I go from BJ back to the US and still be eligible?

Is there a number I could call for more information?
