13 h layover in Beijing to Japan and 19 h layover returning to US.Can we leave airport both times?

My Daughter and I will be visiting Japan for 2 weeks from the US (US passports) and have a 13 hr layover going and a 19 hr layover returning. Will we be able to leave the airport both times under the 24 hour direct transit?
