About:72-Hour Visa-Free Transit

Taipei TW - Beijing- Tianjin- Shanghai- Taipei TW: apply for the 72 or 144-Hour Visa-Free??

from march 23 to march 26
with a Belgium passport
"Passengers transiting in Beijing, Tianjin and Hebei can also move around the three places freely for 144 hours."
Can this trip apply for 72 o 144 hour free transit? / If not, why?
I read those cities apply, ant it would be a 72 hr trip. But I´m not sure.

There is no 72 hours in Beijing and Shanghai regions now, only 24 and 144 hours.
But that's irrelevant: your itinerary doesn't qualify for transit without visa because (a) you are travelling Taiwan-China-Taiwan and therefore you're not in transit, and (b) transit without visa only allows transit in one city, so you can't combine Beijing and Shanghai.
So you must either get a visa in advance or change your itinerary.
