hk - shanghai - dubai (11hr layover)

Question

Hi. My country is not qualified for the 72HR Free Transit but I have an 11-hr layover in Shanghai. I'm wondering, can I go out of the airport w/ this 24Hr visa?

You most likely can't. There's a new policy from February that pretty much banned the possibility of leaving the airport for 24-hour TWOV if you don't have a hotel reservation. Even those who do will face a lot of scrutinies.
