144 hour visa free if travelling from SA on Netherlands passport

Hi there,
I'm travelling from Cape Town, South Africa via Ethiopia to Shanghai.
Staying 5 days (less than 144 hours) and then flying on to Singapore.
Then back to Cape Town via Ethiopia again.
Travelling on Netherlands passport.
I'd just like to confirm that I can apply for the 144 hour visa free entry, as the website does not mention that option.
