Layover on way out?

Hi, are layovers allowed per the policy? The route is Istanbul to Beijing and then Beijing -> Urumqi -> Baku (Urumqi only to board another plane, all on the same ticket).

You need a transit visa because there's no multi-stop transit in Urumqi.
