USA to japan 21h layover in Beijing. I booked hotel outside airport. Do I need visa to go to hotel?

No visa is needed. Actually, you are eligible for 24h visa-free transit. Just apply for a stay permit at the immigration counter and you will be allowed to leave airport.1
