It's a pity that your layover is not longer than 24 hours because in that case, you would be eligible for 144 hour visa free transit and would be allowed without any doubt to exit the airport and explore the city.
Like this, you will have to apply for 24 hour free entry permit upon your landing in Shanghai and the final decision whether you will be allowed or not to exit the airport is upon a discretion of immigration officer on the day of your arrival in Shanghai. You can increase your chances by advance accommodation booking and presenting the confirmation. If you provide all the mentioned, your chances to be allowed to exit the airport are very good.
Maybe you are traveling on separate tickets? In that case, your exit is practically guaranteed because they simply have to allow you to exit the transit area (airside) and to make new check-in.
I suggest you to check your itinerary and if it is on separate tickets, you will explore the town and if not, you will do as advised above. Of course, you can obtain a transit (G) visa in advance if you wish, but I somewhat think that it is too much hassle for just 21 hours of your layover.
