my client is Travelling
25 feb Amsterdam Shanghai, arrival 26 feb
27 Feb Shanghai Shenzen
28 feb Shenzen Taipei

he is from the Netherlands.

Your client needs a visa because there's no visa-free transit in Shenzhen.
