About:Apply for China Visa in a Third Country

Applying Chinese visa in my country but my residence country is America

I am Thai but now I am studying in the U.S. (F1 visa). So my resident country now is America. However, during summer I want to go to Thailand and then go to China. My question is “Can I apply for Chinese visa in Thailand even if my resident country is America?” I am Thai though.

Thank you so much. The reason I asked this because my friend (she is Thai and also studying in the U.S.) tried to apply for Schengen visa from Thailand but she could not. They said she had to apply in her resident country which was America. So I am afraid I may face the same situation.
