About:72-Hour Visa-Free Transit

Is it possible to do Milan-Singap.-Chengdu-Singap.-Milan under the 72 hours waiver?

I am italian citizien, is it possible to do Milan-Singapore-Chengdu-Singapore-Milan under the 72-Hour Visa-Free Transit or I need to go straight to Milan after visiting Chengdu?
I was refused to embark with this itinerary from SilkAir today at Singapore airport.

You were correctly denied boarding, because Singapore-Chengdu-Singapore clearly isn't a transit.
