Transit from Singapore: visa needed?

I am a US citizen currently on a work assignment in Amsterdam, and will be traveling to Singapore for a week of meetings. Can I fly from Singapore to Shanghai, claim a 144 hour visa exemption, and then continue to Amsterdam?

Yes, if your Shanghai-Amsterdam flight doesn't stop in either China or Singapore.
