About:24-Hour Visa-Free Transit

Los Angeles to Shanghai to Philippines

I’m a US citizen and my father in law has a green card, we have a stop over in Shanghai for 8 hours, is he able to go out with me outside the airport? Is he allowed for the 24 hours transit.

We are arriving at 6:30 pm, what is the nearest city to check out by taxi cab? Any recommendations what we can visit after 7pm. Thank you so much.

8 hours may be too short for immigration to grant either of you entry as of November.
