Can Bristish backpacker apply Chinese Visa in Penang?

I understand that there is a new consulate visa service in Georgetown, Penang.
I am traveling in Asia and will be in Penang soon.
British passport holder.
Is the fee of 204 ringgit for a 4th day collection or a 5th days collection?
Is it the same fee for British and also Israeli passport?
