Apply for X1 Visa in Beijing, is it possible ?

Hey, I’m Mauritian and studying in a university for almost 2 years now in Beijing. I have a residence permit until 31 January 2018, however I need to transfer to another university on 28 February for registration with I need an X1 type, is it possible to make an X1 type in Beijing without having me to go back to my country ?
