About:24-Hour Visa-Free Transit

Los Angeles to Xiamen to Philippines

Philippines passport holder, with 12 hours layover in Xiamen. I would like to see the Gulangyu island in Xiamen. Do I have to apply for a visa? Or I qualify for 24 hour direct transit?
