Can't get visa in foreign country

Hi,

I'm Lithuanian currently staying in Kazakhstan. I don't have a permanent residency here, and Chinese consulate denies my application.
If I would like to travel with 72h. free transit, does this transit suits the requirement (Almaty to Guangzhou - with one transit stop and return: Guangzhou to Bishkek - with one transit stop) ??

Or You suggest to go to Hong Kong, and apply for the visa there?
