About:China Transit Visa

transit with two stopovers

I will be travelling from Australia to Russia via Guangzhou and Urumqi. This was not announced at the time of booking, but when I called airline, representative told me that if I travel with 2 stopovers and via Urumqi, I need to have Chinese visa. Is that correct?
