European in Japan - Where do I need to send my passport?

Dear All, I need a visa for China since I will stay for 4 days and it is not a transit. I hear that all applicants must be processed though CVASC. But, does this mean i need to send my passport via postal mail to Europe? I am German, so that would be in Berlin. Is there no CVASC office in Japan that can give me an entry permit in my German passport?
