About:72-Hour Visa-Free Transit

Want to visit just Shanghai for 72 hours

Is it possible to still acquire the 72 hour free transit for Shanghai, even if Shanghai is your final destination? Naturally I'd be leaving in the allotted time, but would they still issue the visa.

You'll be denied boarding and won't even get as far as Shanghai unless you have a visa.
