Iranian passport holder can apply china visa in hong kong ?

Hi there, My X2 type will finish at the end of December but I already have the JW202 form form my next semester. I have a question, Which country can I apply for X type? I heard that some people usually go to Hongkong , Malaysia at the embassy of china and apply for visa via there. Meanwhile I also heard that you should be the residence of that country when you want to apply for entry permit.
So can you help with about this situation?
