About:72-Hour Visa-Free Transit

Am I qualified if I don't have of the third country

Hi,
I'm an US passport holder, and my flight ICN -->CTU --> KTM with a 16-hr layover in Chengdu. However, I don't have Nepali entry permit yet, which I will get at arrival. Can I still apply for transit visa to get out of chengdu airport?

That's fine. Immigration is no longer responsible for document checks which are done by the airlines these days.
