Can l apply for a resident permit with an Emergency Travel Document?

Hi, I'm afraid you cannot apply for the residence permit if you don't have one of the valid Z, X1, S1, Q1, D, J1 visa for mainland China. If you still have doubts, you can try to consult the details from the local PSB.
