144 visa

hi, i have AU passport and is flying from melb to shanghai but when i leave i will need to transit from shanghai to Beijing and beijing to UK, altho i will only be at the airport in beijing for few hours, can i still apply for 144h free transit when i arrive in shanghai? thanks
