Does a USA permanent resident Qualifies for a transit free visa?

Does a USA permanent resident (holding dominican republic passport) qualify for a free transit? we are stopping at Shanghai for 9 hrs. for connection

Hi, you can make use of 24 hour direct transit if you will go to a third country or region different from the last one you come from after transiting in Shanghai. Nice trip!
