8 hour layover in Shanghai

Coming from U.S. to Shanghai, 8 hour layover, then leave from same airport to Delhi. Can I leave the airport without a visa?

Yes, you can. But you may be required to apply for a free temporary stay permit at the immigration office when you arrive at the airport. Afterwards, you can leave the airport to explore the city.
