About:72-Hour Visa-Free Transit

Thailand to Beijing then back to California

I am going from Thailand to Beijing then back to California. Our lay over in Beijing is for 15 hours and would like to do a day tour. Am I able to get the 24 hour direct transit? Or would it be the 72 hours free transit.
