If you hold through ticket, there is no need to reclaim your luggage. Since you will layover for 24h, you are qualified for 24h visa-free transit. No visa is needed. If u wish to get out of the airport, just apply for stay permit at the immigration. And you are suggested to check in 2h in advance in the next day.

Thank you of the reply. I am confused, I was told by the call center that , I need to apply the 72 hrs free visa, my departure from Washington DC is 15:35 , arrives is 18:35, they also said , I go down to pick up voucher for my hotel for the night. I will be checking out before 3:00 pm. Or may early. So, do I still have to apply the 72 hrs. Free visa?

As I know, you can enjoy the 24-hour free transit. And in your case, you just need to apply for a stay permit.
