Can I get a Chinese tourist L in San Francisco as Canadian citizen?

I will be travelling to San Francisco for a week as a tourist and I need to get a Chinese tourist L for trip to China after San Francisco. I was wondering if it is possible to get a tourist L at the San Francisco consulate even though I am not an American citizen.

I live in a province in Canada that does not have a Chinese consulate so it would be far more convenient for me to get one there. The Chinese consulates need appointments and I am worried I won't be able to get a visa before my trip to China.

Thanks.
