Free transit Cosata Rican passport

My wife has a Costa Rican passport and we have a 16hr layover in Shanghai (LAX-Shanghai-Bali) in which we want to leave the airport. Can she get a free transit? Costa Rica isn't on the list and I was wondering if there was another way. Thanks for your help!
