for philippines passport holder, can i leave pudong airport during layover?

I have a 12 hour layover in Shanghai. Am I permitted to leave the airport and go around the city while waiting for my connecting flight?

Hi, if you go to a third country or region different from the last one you come from after transiting in Shanghai, you may be required to apply for a free temporary stay permit at the immigration office when you arrive at the airport to leave the airport and go around the city.
