A tourist with a German passport. Can I apply for a Chinese visa in Auckland?

I will be travelling as tourist in NZ and need to apply for Chinese entry permit as it is one of our next stops. We will stay for 30 days in Shanghai. Will the Chinese consulate-general accept my application as a German tourist with a German passport?
