I'm facing unsuccessful visa application at HKSAR online portal

Hello,

I want to apply for HK entry permit for the trade fair. I tried to apply the pre-registration but was unsuccessful. Then I tried to fax it but fax was not delivered. I been trying it since many days but fax is not getting through. Also I approached many banks here in India which have a connected branch in HK for HSD 190 banker cheque or a bank draft but none of them could make it.

I'm planning to visit China now for the electronics fair so is it possible for me to get HK entry permit or apply for it in China ?
