About:144-Hour Visa-Free Transit

144 hour free transit for SIN-SHA-PVG-HKG-PEK-SIN

I need to go to both Shanghai and Beijing in the same week. Can I do the following:
SIN-SHA-PVG-HKG-PEK-SIN

Can I do 2 separate free transit, first when I arrive in Shanghai from Singapore, second when I arrive in Beijing from Hong Kong?

Yes you can. But if you have Singapore passport you can stay 15 days anyway.

I have a UK passport. I've been informed by my travel agent that to do this trip, I must stay in HK for at least 24 hours before I can go back to China for the 2nd time on free transit.

Your travel agent is wrong. There is no such limitation.
