Is Uber available in Hangzhou Also using public transportation, bus, train, any problem for English

Never been to China, and I would like to use public transportation, bus, trains, uber and I will arrive at airport from San Francisco so I will need transportation to hotel, or an Airbnb property. Is it difficult speaking English to do these things, or do I need an organized tour ??
