Transit PEK

Good day to you, one of our delegate Russian Citizen, will transit PEK by CA to ULN, which we had check with CA is same at T3 for the transit, transit hour going time is 2hours 35min, return is 1hr 55min, would like to know do the traveler need to apply transit visa ? Flight is all the way by CA, we had check with CA that baggage will check through the destination.
