About:72-Hour Visa-Free Transit FAQ

Transit in Beijing. Am I allowed the 72 hour free transit?

I wish to fly from London to Harbin with transit at Beijing. Am I allowed the 72 hour transit visa as I am confused when it says you cannot leave the Beijing administrative Area?
