Passport & visa stolen. Need a new one quickly

My passport with my L type were stolen in Shanghai. I've replaced the passport, now I need to get a new L type. I am an American citizen. Can I go to Macau or Hong Kong and apply for a new tourist L type there? Or must I return to America and apply from America? Thank you in advance for your help.
