My two cents ; if you are holding HK permanent ID or temporary resident ID then directly apply in China Resource Centre in Wanchai.I do not have an idea if China can issue a visa for 10 years validity sound little strange to me as China has very solid policy about foreigners who apply visa. Especially if you apply for 10 years then you should have get ready to prepare all the supporting documents with you before knocking their door. I also don't know if Israel and China has any cross agreement between which may allow you to apply 10 year visa.
Just an example even your wife is Mainland Chinese as an husband you could max get 1 year multi entry visa,... funny but that is the reality
Anyway good luck.
