I would be arriving at Pudong airport

and leaving for a cruise the next day at Wusongkou Cruise Terminal. Would I need a special VISA?

Nick, if your travel route is country A-Shanghai-country B, then you can use the 144 hour free transit there. No visa will be needed then.

I apologize, I'm a little confused. If I leave the US by plane to Shanghai and then board a cruise ship I would not need a VISA? I would be eligible for the 144 free transit but not the 72 hour one, correct?

Currently, Shanghai carries out the 144 hour free transit. If you will go to a third country or region after stay in Shanghai for not exceeding 144 hours, then you don’t need a visa. You will be eligible for the 144 hour free transit facility.
