I think the English of your recruiter is not very good. I am having the same problems as you. She should have written: The Diploma must be authenticated by the Chinese Consulate in the same country as where the diploma was issued. (Otherwise, it could be authenticated in China at the embassy of your country in China).

The first step is to get your diploma notarized by the local notary public, and then get it notarized by the Departments of Foreign Affairs and Trade or its Office in States or Territories.
Afterwards, you should first prepare the application form, your passport and copy of its data page, the original diploma and the notarized copies and then submit the application to the Chinese embassy of relevant consulate general to attest the diploma.
