My friend holds Swedish passport, he is in Canada right now, wants to visit China, he did the same last year, dose he need to apply for visa again ?

Does your friend's visa is with multiple entries? If his visa is still in validity and has some entries left, he do not need a now one. Otherwise, he should apply for a new visa.
