About:72-Hour Visa-Free Transit

11 hour layover at Shanghai. Can I go around without a visa?

I'm looking at flights to Bangkok, Thailand from Toronto, Canada. The flight going back to Toronto from Bangkok has an 11 hour layover at Shanghai. I would like to go around the city for that 11 hours. Does 72-Hour Free Transit?
