About:72-Hour Visa-Free Transit FAQ

Hi, how do I apply for the actual permit/visa exemption?

I am booking my ticket through a third party service and flying from Cambodia on China Southern Airlines to Guangzhou for a 13 hour layover before heading back to USA. Who do I apply for the permit through and will it cost money? Thank you!
