transit in Shanghai, Do I need a visa?

I will be transiting in Shanghai for 20 hours and would like to do some sightseeing.But my next sector will be from the other airport in SH.I am Indian.

If you travel like country A-Shanghai (20 hours)-country B, you will be able to use the 24 hour direct transit in Shanghai. No need to apply for a visa then. You just need to apply for a free temporary stay permit at the immigration office inside Shanghai airport and then you can go to the city for a visit.
