Is it safe to visit Inner Mongolia, Mongolia, or Tibet? I'm researching options for future tour.

In general, you don't worry about the safety problem. Notably, if you wanna tour around Tibet, you need to apply for Tibet Travel Permit and join in a tour group first. Then you are allowed to enter and tour around.
