About:Chinese Consulate in Melbourne

Hi, I am a Vietnam citizen with Vietnam passport. I also have PR in Australia.

I am traveling to Hong Kong for 5 days for a holiday. I have completed all the forms however I don't have time to pop into the consulates office to apply for the visa due to work. Can I ask my sister to apply for me on my behalf ? Thanks
