Can American citizens living in Puerto Rico apply for visas in your New York consulate?

My wife and I are American citizens born and residing in Puerto Rico. We are touring China next September with Gate 1 Travel and have been advised that we need a visa. We will be in New York on May 19th and 20th and would like to know if we can submit our papers in your consulate. My brother lives in New Jersey and could pick our passports and visas when ready. Thank you in advance for your prompt reply.

Ramon, you are not advised to apply for it from the consulate in New York, because you only stay there for 2 days.
You'd better make the application from the China embassy or consulate in Puerto Rico
