how to apply for travel document to go to china for 3 year old?

Chinese parents (no green card), US born child, needs travel document to go to China. but both parents are in China now, child stay with grandparents at USA.

I’m afraid one of the child’s parents should go to China embassy when applying for the Chinese travel document. First, prepare the relevant documents including the child’s passport and its copy, birth certificate, the application form, 4 passport-style photos taken recently, your marriage certificate and passports, the consent letter from your husband or you if one of you cannot be there during the application as well as other documents required by the consular officers. And then submit the application to the embassy.
